Must every individual see the Ramadan moon before beginning to fast?

No, everyone should begin to fast even if only one person sighted the moon. In an authentic Hadith narrated by Abdullah Ibn Umar, he Said:

تراءى الناس الهلال فأخبرت رسول الله صلي الله عليه و سلم أني رأيته فصامه و أمر الناس بصيامه

Meaning: (One day) people tried to spot the new moon (of Ramadan and all failed except me) and i told the Prophet that i had see it. The Prophet then fasted and ordared the people to fast. On the basis of the above Hadith, most of the Ulama said that an honest man, who can be trusted not to lie, can have his claim of sighting the moon accepted. Therefore, if a trustworthy person claims to have seen the moon and the Muslim Leadership accept his testimony as genuine, then it is compulsory for all to start the fast. As for ending the fast at the completion of Ramadan, two people must testify to have sighted the new moon of Shawwal for the fast to end.

May Allah make it easy for us to understand the sunnah.
