IPPIS and the Enemies of the Nigerian Public Universities

On May 31, 2023, the court faulted the federal government’s imposition of the Integrated Payroll and Personnel Information System (IPPIS) on the universities and held that the imposition is a violation of University Autonomy, an Act of the Federal Republic of Nigeria.

On December 13, 2023, the FG approved the exemption of universities, polytechnics, colleges of education, and other tertiary institutions of learning from the IPPIS.

Guess what? It was not implemented. They simply changed the "IPPIS" to "New IPPIS". Did the FG after the FEC meeting truly give a directive to OAGF to migrate tertiary institutions from IPPIS and refused? I don't want to think so. Isn't that what is called insubordination? Isn't there a prescribed punishment for the violation of court orders, FEC instructions, and constitutional provisions?

But funny enough, the Federal Executive Council (FEC) was not aware that universities were still on IPPIS despite the directive till 7 months later. The awareness came after ASUU called for mobilization for industrial action. Despite all the writing and the noise over the issue, it was only the strike threat that made them remember the non-implementation of the FEC directive which was a follow-up court ruling.

So, on July 11, 2024,, the Federal Executive Council (FEC) called for prompt action on its earlier decision to remove public universities from the Integrated Payroll and Personnel Information System (IPPIS) platform.

I just remember that there were calls for a non-strike approach to the public university crisis, an approach that the callers didn't know. Everyone pretends not to know that as stubborn as the government is, it is only strike action that reminds them of existing crises and unfinished jobs else they assume they are not aware.

Dear comrades, don't let anyone scare you with salary stoppage. It's been the 12th year of no salary increase. We need the renegotiation of our conditions of service which include salary increase. This is overdue since 2012. We'll never get anything from FG if we are afraid to take a step. So, get ready for the next big step.
